Existem perspectivas de se investir seriamente na ciência (Astronomia) em detrimento dos investimentos arbitrários e supérfulos? Quando? Não em Portugal. Quem gere as verbas do Orçamento de Estado é o Governo. Este é composto por políticos. Estes só fazem o que é "politicamente correcto". E o correcto é ser elegível no próximo mandato. Os planos são, com sorte, feitos para um mandato (quatro anos) e não mais. A Astronomia (e a Ciência em geral) não é considerada prioritária (nem nunca vai ser) num país de telenovelas e futebol. Mais depressa se financia o Desporto (entenda-se, o Futebol) por se poderem garantir bem mais votos nas próximas eleições do que se financiasse a Astronomia.

Mesmo em termos de poder local (Autárquico), onde há algum dinheiro, são raríssimas as Câmaras Municipais que apoiam a Astronomia. Exemplo louvável recente foi o da Câmara Municipal de Portalegre, que apoiou integralmente a construção de um pequeno observatório astronómico. Na Madeira não temos tido nenhuma sorte neste sentido pois nem Governo Regional nem qualquer Autarca se mostrou interessado em apoiar o Observatório Astronómico que temos planeado (e pronto a instalar) desde há dez anos (ver https://astro.web.uma.pt/Obs_optico/index.htm).

Quando à Astronomia em geral, a única salvação será se algum dia algum benemérito com dinheiro criar uma Fundação específica para esta Ciência em Portugal. É que até a própria Fundação para a Ciência e a Tecnologia (do Estado) abandonou a Astronomia: os programas que existiram durante o acordo de adesão ao ESO não têm continuidade e, agora, quem quiser fazer doutoramentos ou concorrer a projectos de investigação tem de o fazer na "obscura" área das Ciências da Terra e do Espaço onde, estranhamente, a Astronomia está integrada. Obscura, porque é típico os elementos do júri internacional que avalia os projectos, por exemplo, não saberem nada de Astronomia porque não são da área... Is there any possibility of us having a serious investment in science (Astronomy) instead of other investments which are arbitrary and superfluous? When? Not in Portugal. It is the Government that manages the funds of the State Budget. The government is made up of politicians. These only do what is "politically correct". And the right thing is to be eligible for the next term. Plans are usually made for one term (four years) and no longer. Astronomy (and Science in general) is not considered a priority, and likely won't ever be, in a country of soap operas and football. Sport, by which we mean Football, is financed faster, because it can guarantee far more votes in the next elections than if Astronomy were financed.

Even in terms of local power (City Hall), where there is some money, there are very few City Councils that support Astronomy. A recent commendable example was that of the Municipality of Portalegre, which fully supported the construction of a small astronomical observatory. In Madeira, we have not had any luck in this regard, as neither the Regional Government nor any Mayor has shown interest in supporting the Astronomical Observatory that we have been planning (and are ready to install) for ten years (see https://astro.web.uma.pt/Obs_optico/index.htm).

As for Astronomy in general, the only salvation will be if some day some patron with a lot of money creates a specific Foundation for this Science in Portugal. The fact is that even the Foundation for Science and Technology, which belongs to the State, has abandoned Astronomy: the programs that existed during the ESO adhesion agreement didn't get any continuity and, now, anyone who wants to do a PhD or compete for research projects has to it in the "obscure" area of Earth and Space Sciences where, strangely, Astronomy is integrated. Obscure, because it is typical for the elements of the international jury that evaluates the projects, for example, to not know anything about Astronomy because they are not in the area...
